Summary: Kou Shuurei and To Eigetsu are now the joint governors of Sa Province. Shuurei is determined to improve the province’s struggling economy. She has developed a plan to redefine it as the intellectual capital of Saiunkoku. Together with Eigetsu, she works tirelessly to achieve this goal and is committed to overcome any obstacles. Now 18 years of age, Shuurei also faces the challenge of dealing with societies' expectations of a woman of marriageable age. Shuurei, however, has always been resolute in her belief that nothing will divert her from the path she has chosen to follow in life.
